Nebraska School Districts SRS Site Policy
School districts that make use of the Nebraska SRS system for student record maintenance assure that as a condition of use the following requirements are met:
  • Procedures for confidentiality of personally identifiable information are adhered to as set forth in 92 NAC 51.
  • All resident children with disabilities are appropriately identified, evaluated and verified as set forth in 92 NAC 51.
  • A full educational opportunity exists for every resident child with a disability, birth to 21.
  • A plan for the comprehensive system of personnel development has been established and implemented. The plan includes the inservice and training of general, special education, and early intervention instructional and support personnel and incorporates the requirements of 92 NAC 51. Additionally, the plan integrates the activities of the State CSPD plan and is available to review at the school district's administrative office.
  • All resident children, birth to 21 with disabilities have available a free appropriate public education including children with disabilities who have been suspended or expelled from school
  • Parents of children with disabilities are provided ample opportunity for participation and consultation with the goal of providing a full educational opportunity.
  • A range of appropriate alternative services is available, that placement in a special education program in the least restrictive environment appropriate to the child's needs has been considered, and that such special education services are of comparable quality with other programs in the school district.
  • Records containing information related to children with disabilities, program placement, goals and objectives, and program expenditures are available for review and audit by the Nebraska Department of Education.
  • An Individualized Education Program (IEP) or Individual Family Service Plan (IFSP) will be provided for each child with disabilities receiving special education and related services. The school district has policies and procedures for developing, implementing, reviewing, maintaining and evaluating the IEP and IFSP in accordance with 92 NAC 51.
  • All procedural safeguards, policies and programs administered within the school district are in accordance with NDE Special Education Rules, the Special Education Act, the Early Intervention Act, and the Individuals with Disabilities Education Act.
